What a putz!

Ok - so I am amazed at how much of a putz I am.
We have been living at our apartment for just shy of 5 years yet I still can't seem to remember that there is a big diagonal cable with bolts connected to one of the telephone poles across the street.

Here is what happens when you remember far to late of the existence of cables with bolts on them.

Now taking suggestions on how to peel the paint and cover it with primer so that it doesn't rust...
